Is this Legal?

Well, my little brother and I have PSPs. And I was wondering if it is legal to download games that I bought onto my psp, onto his. I was just wanting to make sure because if downloading games for free off the internet is illegal, than I'm sure downloading games that I bought onto someone else's psp is illegal as well.

mm... tough question.... how about i ask another question: how frenquent they stop you and check your psp games whether it is legal or not?!
